Job description

Under the supervision of the Head Manager Contrecoeur Environment, the incumbent ensures and monitors the environmental requirements of the Project Agreement, authorizations and permits for the Contrecoeur project. The incumbent also manages and monitors the environmental projects carried out under his responsibility, he recommends the necessary actions, plans and is responsible for the delivery of the final product.

The incumbent will be responsible for managing environmental monitoring and supervising the expertise and studies entrusted to them, and to this end will:

  • Coordinate environmental monitoring during the course of the project:
  • Ensure compliance with permits and authorizations.
  • Track Project Agreement requirements, legal requirements, authorizations and permits.
  • Supervise and support the environmental management of the Contrecœur project.
  • Ensure that environmental compliance checks are carried out during construction and operation, when developing their action plan and monitoring the implementation of appropriate corrective measures.
  • Ensure that environmental studies are carried out.
  • Analyze, question and comment on expert reports.
  • Ensure that environmental incidents are declared and follow up on the measures taken.
  • Follow up on mitigation measures.
  • Monitor the environmental management system governing all environmental procedures for the Contrecœur project.
  • Actively participate in resolution and seek to reduce the number of complaints (noise, dust, congestion, etc.).
  • Follow up on the mitigation measures carried out by the MPA.

Participates in consultations and meetings with government agencies, stakeholders and First Nations for environmental monitoring:

  • Participates in presentations and consultations with government agencies, stakeholders and First Nations.
  • Consults and presents the results of environmental monitoring to government agencies, stakeholders and First Nations.

Ensures the completion of Environmental Effects Assessments (EEA) as part of the implementation of projects by the MPA for the Contrecœur project:

  • Plan and coordinate the carrying out of assessments of the environmental effects of projects, when applicable under the Impact Assessment Act.

Take actions and conduct consultations with government agencies, stakeholders and First Nations for environmental follow-up:

  • Participate in presentations and consultations with government agencies, stakeholders and First Nations.
  • Consult and present the results of the environmental monitoring with government agencies, stakeholders and First Nations.

In addition, the incumbent will have to:

  • Supervise, coordinate and ensure that the studies carried out under his supervision respect the rules of the art, are fair and precise and will have to make any necessary corrections to deliver a quality product while respecting deadlines and schedules.
  • Prepare the contract award conditions for its projects and for any necessary technical expertise. He will also be responsible for estimating and monitoring the budgets of these various projects and/or studies and justifying requests for contract amendments, when required.
  • Ensure the technical rigor of the various studies and works by sharing knowledge and expertise related to the operation and the realization of projects. Demonstrates technical openness on the applicability of new technologies and solutions while weighing the advantages and disadvantages arising from their possible deployment.

Represent the MPA on various Contrecœur project committees and to government authorities (IAAC, DFO, ECCC, MELCCFP, etc.).

Monitor changes in environmental standards and regulations (international, federal, provincial and municipal).

Qualifications

  • Bachelor’s degree in applied sciences or engineering (specialization in environment)
  • At least 5–7 years of relevant experience in the environment.
  • Oral and written fluency in both French and English
  • Geomatics knowledge or experience is an asset
  • Ability to monitor and track a large number of files in progress
  • Highly focused, analytical, and able to summarize information
  • Proficiency in MS Office Suite
  • Analytical, communication, and coordination skills
  • Strong capacity for teamwork
  • Enjoys multidisciplinary work
