Grow to ensure long-term viability​

An expanding port​

​ ​ The first phase of the Contrecœur expansion project will be completed during the 2023-2027 period. ​


 We will see to it that this expansion is in line with the strategy of the other container terminals from a technological, logistical and commercial standpoint. We will also prepare the subsequent phases of the terminal.

To achieve this, the MPA will:

Fulfill Contrecœur​​​

The Port of Montreal's expansion in Contrecœur is an essential project for the prosperity of Quebec and the rest of Canada.  During the 2023-2027 period, the procurement and construction phases will be completed, and then the terminal will be commissioned. ​


 The MPA will ensure that the private partner will build the terminal in compliance with the requirements and specifications to make it a modern and sustainable world-class port.

Specifically, we will:

Complete the procurement phase​

The procurement phase will be completed with the selection of the private partner, followed by financial close. The MPA is making every effort to complete a competitive and fair selection process.​

Monitor the private partner's implementation of the project

Construction progress monitoring mechanisms will be established to ensure that the new Contrecœur terminal fully meets the MPA's expectations in terms of capacity, quality, compliance with contract specifications, etc. In collaboration with the private partner, the MPA will ensure that the Contrecœur terminal is built in accordance with the environmental obligations in the Decision Statement and in full respect of social acceptability.

The success of the Contrecœur terminal will depend on the ability of its operator and the MPA to meet the operational challenges and expectations of port clients.​


 The MPA intends to promote the new terminal throughout its construction to ensure its commercial success as soon as it is commissioned.​

Specifically, we will:

Promote and market the new terminal​

Proud of its Contrecœur expansion, the Port of Montreal will promote its new terminal for marketing purposes. To do so, the Port will develop a marketing strategy specifically targeting the Ontario and Western Canadian markets as well as the American market.​

Develop a transition plan between the implementation phase and the operation phase ​

A transition plan from the construction phase to the operation/marketing phase is necessary to ensure the operational readiness of the terminal as soon as it is commissioned.​

Create a forum with stakeholders to optimize terminal performance ​

The creation of a forum with the project's stakeholders, namely the private partner, the shipping lines and CN, will make it possible to optimize the terminal's performance​

Make Contrecœur the benchmark for all our terminals​​

Contrecœur is a unique opportunity to establish a North American benchmark in operational and environmental excellence. 


​ This initiative focuses on integrated logistics, a joint growth plan with partners and a dynamic ecosystem of transportation and logistics services.​

Specifically, we will:

Align the Montreal and Contrecœur terminals ​

The alignment of the Montreal and Contrecoeur terminals will focus on adopting new technologies and best operating practices.​

 Lastly, we will also assess the benefits of implementing additional international standards to reduce carbon emissions. ​

Identify specialized business segments and transportation services to be developed ​

The MPA will develop an offer adapted to its clients' needs at the Contrecœur terminal, including transportation services and facilities for the transshipment and storage of specialized cargo​

Prepare Contrecœur for the future​​

During the terminal's initial phase, we will need to plan for a possible future expansion phase of the project, given the time and resources required for the environmental assessment phase.​

Define the needs, scope of the project and preliminary plan for a potential expansion phase in Contrecœur​

The MPA will assess the needs and limitations for a potential further expansion of its Contrecœur terminal. We will present a preliminary project description and plan the environmental assessment process.​
