To prepare the 2023-2027 strategic plan, the Montreal Port Authority carried out the largest participatory planning process in its history.
Neighbours, employees, partners, business people, local and regional governments, and sectoral experts were invited to contribute to a thought process led by the steering committee responsible for the process.
By using the "W" method and through various participation mechanisms, each stakeholder was able to express themselves freely on their concerns, but also on their ambitions for the Port of Montreal.

We proudly present the Montreal Port Authority's Strategic Plan 2023 2027. The result of an ambitious project, it reflects not only our intent to prepare the future of supply chains in Quebec and the rest of Canada, but also what great importance we place on thepeople who make them happen. The strategic infrastructure entrusted to us by the Government of Canada would be nothing without the women and men who invest their time and talent every day to bring our raison d'être to life.
This strategic plan stands out because of the inclusive process used to develop it citizens, clients, partners and employees were consulted, and influenced us It is a project that focuses on the needs of today, but also of tomorrow It reflects a new way of doing business and a decentralized approach that is key to our vision In consultation with our partners, we intend to play our role as a public service more than ever to forge consensus on this goal.
