Strategic Plan
2023-2027

The Strategic Plan 2023-2027 makes connecting communities sustainably the core of its raison d’être, with the goal of making the Port of Montreal a more resilient, smarter and sustainable corridor. Implemented through an inclusive process, after four months of external consultations as part of an extensive participatory planning process, it is intended to reflect the aspirations and concerns of the entire Greater Montreal port and logistics ecosystem. Built around six major priorities and 21 targeted actions, it redefines the vision, mission and values of the Montreal Port Authority.

This priority’s targeted actions include:
- Build a health and safety culture of excellence for all stakeholders on Port territory
- Further develop our continuous improvement and innovation practices
- Achieve digital transformation of the MPA and data enhancement of the Port ecosystem

Ever mindful of the need to develop and maintain harmonious relations with the communities around it, the Port of Montreal is putting in place practical projects and measures to improve its social, environmental and economic impact.
This priority’s targeted actions include:
- Improve the Port’s community impact
- Collaborate on the St. Lawrence corridor

With a view to balancing the risks, costs and performance of its assets, the Port of Montreal strives to ensure that it has the necessary financial and human resources to meet current and future needs. This improved management is making it possible for us to enjoy greater flexibility and visibility in terms of events, to design highly resilient, durable and safe assets, and to adapt to all circumstances.

- Implememt an integrated financial forecasting process
- Showcase and optimize Port and adjoining territories

This priority’s targeted actions include:
- Adopt a modern, efficient fee tariff model
- Develop new market opportunities
- Ensure the resilience and continuity of Port operations and activities

Protecting natural ecosystems and preserving water and air quality remain core concerns and actions for the MPA. In the current climate context, the MPA is adopting ambitious objectives to achieve carbon neutrality and adapt to climate change.
This priority’s targeted actions include:
- Roll out climate change adaptation plan
- Reduce our own and the ecosystem’s carbon footprint
- Systematize the integration of sustainable development principles

As the largest expansion project in the history of the Port of Montreal, the new Contrecœur container terminal will be one of the most significant achievements of the Strategic Plan 2023-2027. While building an exemplary terminal in environmental, technological and logistical terms, the MPA is also ensuring that best practices are adopted at all its terminals.
